Yes. I got one from Fred, and now I can check my own config.cache with a valid one.

The problem was my fault and is resolved now. I had an environment variable
called CPP set to bin:cpp dated from months/years ago. I think there exits some
software which wanted direct access to cpp. After deleting this envvar I get a
config.cache with valid settings.
PS:
Personally I would prefer the existance of cpp in bin:
